A New Land Use Plan

To provide a vision for the future growth and development of the Town of Carthage.

In 1999, the Town of Carthage adopted a land use plan that has served the town well for many years. Today, changes in land use law, real estate markets and the ways in which people want to live, work and play have led to the realization that Carthage needed a new land use plan - one reflective of the modern times and geared toward smart, sustainable growth for decades to come.

This is the Carthage 2040 Comprehensive Land Use Plan.

The Steering Committee

Without its citizens - a town cannot exist. The Steering Committee was an integral part of this plan and lead the project by focusing on realistic goals, sharing their experiences as citizens and dedicating their time to understanding land use.

Powerful Words

What three words would use to describe Carthage? Our Steering Committee conducted this exercise using three words to describe their "ideal" vision for Carthage.

Then, the public was asked the same question in a survey. The results led to a better understanding of what the public wants to see in the coming years.


The Vision

The Steering Committee developed the following vision statement using the same powerful words as their guide. This statement will be a guiding light for future development, revitalization and growth.

"Carthage is a vibrant, active community with a charming hometown character that complements its natural environment, reflects its cultural heritage, and is connected to the larger region."

But there is still work to be done!

It's time to roll out Carthage 2040 to the greater public for final review before we send it on to the Planning Board and Board of Commissioners for adoption.

Tying up the strings

This is it - the final meeting! The committee members will meet one final time to make any last minute changes or suggestions before the Carthage 2040 plan goes to the Boards.
